WINDOW FOR GOING OUT OF CHINA CULTURE PLATFORM FOR CONVERGENCE OF WORLD CULTURE IN CHINA

The National Base for International Cultural Trade (Beijing) is a key national platform for international cultural trade and service established under the auspices of the Ministry of Culture and Tourism and the Beijing Municipal People's Government. It was accredited by the Ministry of Culture as the "State-level base for International Cultural Trade and Service" in March 2012 and recognised as one of the first National Cultural Export Bases by the Ministry of Commerce, the Publicity Department of the C.P.C. Central Committee, the Ministry of Culture and Tourism and the National Radio and Television Administration in March 2018. Following the Belt and Road Initiative and strategic requirements of the Going Out of the Chinese Culture and giving play to the advantages of the bonded policy, function and services, the Base provides international services, including exhibition experience, exchange and promotion, transaction, culture and incubation, financing and investment, and warehousing and logistics with such three functional areas of the Clustering Center for International Cultural Trade Enterprises, the Center for International Cultural Products Exhibition and Warehousing Logistics, and the Center for International Cultural Products Trading. Based in Beijing, serving the world country and aiming for the world, the Base is committed to developing itself into a platform and harm for international cultural exchange and trade.


As requested by the Beijing Municipal People's Government, Beijing Cultural Investment and Development Group Co., Ltd. acquired and took over the National Base for International Cultural Trade (Beijing) in July 2017. In October, it registered a wholly-owned subsidiary Beijing cultural investment holdings Co. Ltd., which has since been responsible for the investment and operation of the Base.

Established on December 11th, 2012, Beijing Cultural Investment and Development Groups Co., Ltd (BCI) is a wholly state-owned company established by the State-owned Cultural Assets Supervision and Administrative Office authorised by the People's Government of Beijing Municipality. With a registered capital of RMB 6 billion, BCI is the first-class enterprise in Beijing and encompasses 14 wholly-owned, holding and share-holding companies. Upon the establishment of BCI, the cultural industry faced strategic opportunities for booming development and was made a key priority by the Central Government and the Beijing Municipality By taking "promoting the construction of Beijing as a cultural center and improving the quality development of the cultural industry" as its mission, "building a leading wholly, holding and share-holding state-owned cultural group in China with global influence" as its vision and "striving to be strategic investor and value creator of Beijing's cultural industry" as its positioning, BCI proactively undertook major projects of the municipal Party committee and the municipal government and was dedicated to building 5 platforms integrating cultural creative industry investment and financing platform, cultural creative functional zone building and operational platform, cultural industry incubation and quality enhancement platform, cultural elements market building platform and state-owned cultural asset operation platform.


BCI obtained an A.A.A. rating from CCXI in June 2016 and became China's first cultural investment company that has obtained the rating. In 2017 and 2018, it won the award of the National Top 30 Cultural Enterprise jointly released by Guangming Daily and Economic Daily.

Asia Arts Center


The Asia Art Center of the National Base of International Cultural Trade (Beijing) (hereinafter referred to as the Asia Art Center) Is set up by the National Base of International Cultural Trade (Beijing), serving as a platform for the exhibition of Asian cultural arts, promotion and exchanges, and cooperation and trade. By gathering cultural art-related institutions and enterprises from countries and regions in Asia, the centre carries out a variety of activities, including creative design, processing and production, exhibition and promotion, an auction and trade of cultural artworks and hosts Asia Cultural Art Expos for years to come to facilitate dialogues and exchanges among Asian countries.


Currently, six Asian countries' cultural art museums have signed agreements for entry into the Asia Art Center, namely Nepal, Sri Lanka, Indonesia, Japan, India and Bangladesh, while museums in South Korea, Bhutan, Thailand and other ASEAN member States and Hong Kong special administrative region (S.A.R.), Macau S.A.R. and Taiwan region are still in the process of signing. Besides, the Europe Art Center of the Base is under construction, and the construction of museums of African and American culture and art is also taken into consideration.


The National Base for International Cultural Trade (Beijing) plans to conclude the signing of an entry of cultural art museums from 15 to 20 countries and regions by the end of 2019. In addition, it plans to complete the initial construction of the Asia Art Center, the Euro Art Center, the Africa Art Center, the Americas Art Center, etc., within three years (by the end of 2021) and attract the entry of cultural art museums from at least 50 countries and regions. By then, the Base will become a Center for gathering cultural art institutions and cultural artworks worldwide, serving as a window for the growing global Chinese culture.


International Film and Television Trade Center


With the trailer film and television copyrights and financial services as the core, the International Film and Television Trade Center integrates A batch of film and TV-related enterprises and institutions, focuses its effort in developing International Film and television program processing and production, International Film and television trade in services, and film and television industry incubation, and gathers global talents, technologies and equipment in the film and television industry to build itself into an innovative International Film and television Trade Center.


In particular, 4 T.V. program studios are built on the A block of the Center for International Cultural Products Exhibition and Warehousing Logistics.


International Art Center


The International Art Center of the National Base for International Cultural Trade (Beijing) (hereinafter referred to as the International Art Center) is set up by the National Base for International Cultural Trade (Beijing), serving as a platform providing comprehensive services throughout the industry chain of cultural and creative products for cultural art institutions and enterprises at home and abroad.


The International Art Center is located at building B7 of the Base, covering an area of over 8000 square meters as well as the underground warehousing and exhibition area of nearly 10,000 square meters. By integrating enterprises engaged in the cultural artwork industrial chain, building a platform for international trade of artworks, and carrying out international artwork exchanges, the International Art Center creates a comprehensive service system integrating artwork exhibition, trade, professional services, finance, creativity and innovation, and copyright services. Specifically, art exhibition services include returned cultural relics from overseas, handcraft products, non-intelligible artworks, creative products, etc.; artwork trade services integrated exchanges, auction houses, galleries, exhibition halls, studios and online trading platforms; Artwork professional services include warehousing, logistics, packaging, inspection, authentication, evaluation, restoration, curation, etc., engaging over 10 service providers, including Beijing Cultural Heritage Import and Export Identification Institute and Cultural Product Inspection Center of China and National Institute of Standardization; artwork finance services include artwork fine, guarantee, insurance, pawning, financing and leasing, art bank, etc.; artwork creativity and innovation services provide supporting artworks for cultural and creative products and derivatives, artistic experience, publicity events, and international conferences; copyright services encompass accreditation, confirmation, trade and protection of artwork copyrights.


The International Art Center was officially put into use in August 2018. It has since hosted many grand events at home and abroad. Such as the 2018 Conference on Chinese Cultural Products Marketing - International Forum on Artworks Trade, as well as many exhibitions, including the Exhibition of Key Projects in Cultural Trade and Investment under the Belt and Road Initiatives Nominated by the Ministry of Culture and Tourism of the P.R.C. and Russian Art Exhibition and Guanlei Art exhibition, serving as a bridge facilitating the communication between artists at home and abroad and as a platform gathering at works from all over the world.

2. Rare Brand

 

  1.  The National Base of International Cultural Trade is accredited by the Ministry of Culture and invested by Beijing Cultural Investment and Development Group Co., Ltd. The Base is a rare brand, registered enterprises of which can leverage the guidance, influence and brand awareness of the state-level park to conduct cultural exchange and enjoy preferential policies while importing and exporting positive cultural products. It is one of the first National Cultural Export Bases recognised by the Publicity Department of the C.P.C. Central Committee, the Ministry of Commerce, the Ministry of Culture and Tourism and the National Radio and Television Administration. 

 

3. Important Platform

 

In response to national strategies, it integrates six international cultural trade and service platforms, serving industry development and facilitating the internationalisation of domestic industries; Policy Service, Commercial Service, Customs Service, Financial Service, Information Service, Talent Service.

 
4. Advantageous location

  • Adjacent to the Beijing Capital International Airport and at the centre of the core economic zone near the airport, the Base enjoys the advantageous location of being in the bonded zone. 

  • Fifteen kilometres from downtown Beijing and 160 kilometres from the Tianjin Port, the Base connects urban Beijing, the Tianjin Port and the Bahai Rim region by sea, road, air and rail. 

  • The Base is easily accessible and covered by a transport network linking multiple expressways such as the airport expressway, the 2nd airport expressway, the airport north expressway, and four roads, including China National Highway 101 and Shunping Highway.

  • The Base is connected by Metro Line 15 with the science and technology hub of Haidian District and the commercial centre of Chaoyang District.


Three Functional Zones

The National Base of International Cultural Trade (Beijing) comprises the International Cultural and Trade Enterprises Cluster Centre, the International Exhibition of Cultural Products and Warehousing Logistics Centre, and Phase III of the International Cultural and Commodity Trading Service Centre. 


1. International Cultural Trade Enterprises Clustering Centre 

It covers an area of 85 mu with a construction area of 192,000 m2, comprising 28 single enterprise buildings with construction areas from 1,660 to 8,000 m2, and the height of the first floor of 5.4 m and the standard floor of 4.2 m.


2. International Cultural Products Exhibition and Warehousing and Logistics Centre

It has planning land of 125 mu with a construction area of 224,000 m2, composed of four functional planets of A, B, C and D.


International Cultural Products Exhibition and Warehousing and Logistics Centre offers the services of the international exhibition of cultural products and warehousing logistics, which provides international film and television and international art performance with the exhibition, free trade production, copyright licensing business, financial support services, and other services. Meanwhile, it integrates the core technology and advantages of settled enterprises to form the international production cluster for film and television entertainment content with the capital as the link. 

 

3. International Cultural Commodities Trade Centre

It has a planning land of 25.3 mu with a construction area of 65,000 m2.
